The S.C. Department of Children's Advocacy congratulates Foster Care Review Board 7A (Spartanburg) and Bianca Williams. Board 7A and Williams were recognized during the Foster Care Review Board's Annual Professional Development Day ceremony on June 24, 2022 as the winners of the 2021 Board awards.
Foster Care Review Board 7A (Spartanburg) was selected by the State Board of Directors' Awards Committee as the 2021 Foster Care Review Board of the Year.

Foster Care Review Board 7A’s four members bring a wide range of life and professional experiences, knowledge, and a serious-minded approach to reviewing children in foster care. They work well as a team and in 2021 they advocated to get another Family Court judge for the Circuit Court District 7.
They collaborated with the Clerk of Court, the Children’s Advocacy Center, their local legislators, and Foster Care Review Division staff to present their research findings at a legislative hearing. The entire audience was over 150 people. The legislators asked several questions, made several comments, and voted unanimously to seek one additional family court judge for the Seventh District. Governor Henry McMaster signed H. 3696 which added one additional family court judge to the 7th judicial circuit!
Bianca Williams was selected by the State Board of Directors' Awards Committee as the 2021 Foster Care Review Board Member of the Year.
Since her appointment to the FCRB 13D (Greenville), Williams has been a vital and respected member of her board. She is described as passionate, fierce and dedicated to advocating for children.
Williams comes prepared for, and is familiar with, each case at reviews and knows the questions to ask. One of her fellow board members says, “She challenges us as a board to be more engaged, shares knowledge she has gained through training sessions or knowledge of community resources. She has consistently advocated by reaching out to staff or supporting organizations to learn more about what we can do to advocate for children. She goes above and beyond by getting additional training through organizations then brings that knowledge and information back to us as a board.”
Another board member says “My personal feelings about Bianca and why she is so deserving of this honor are reinforced each month. She brings a heart for every child without bias. Bianca is truly a hero for those who are part of the Foster Care System and for 13D.”
Williams is a member of the S.C. Bar. She has applied to be a Mentor to foster children and has applied to volunteer with the Juvenile Arbitration Program.
